I have been in the transportation industry for over 30 years. I retired from D.M. Bowman, Inc.,
a truckload motor carrier, at the end of 2001, to go into business for myself. During my tenure
as President and C.O.O. of Bowman I served in many capacities in the industry with many outstanding
Associations and industry committees. In fact, I had the privilege of serving as Maryland Motor
Truck Association President in 1992-1993. I had been Chairman of Western Maryland Association for
many years. I served on the Board of Directors of the American Trucking Association and had the
opportunity to meet many of the State Association Executives during this time. I would encourage
you to talk to Mr. Walt Thompson of the MMTA regarding my background and the level of my integrity.
I have always honored my commitments to this industry.
My efforts to build and sustain this network are prompted by my conviction that there are hundreds,
if not thousands, of small carriers who never get the true benefit of economy of scale. Having helped
to build a small carrier into a large one I have lived that life. I am determined to have a positive
impact in bringing to the small carrier some of the purchasing benefits normally reserved for the
large carrier. The Network is already geographically diverse, covering every state in the U.S.I also
feel strongly that this Network must be built by dealing with the Independent Truck Stop Operator.
JISA has been favored with endorsements from a number of national truckstop marketing groups,
including NATSN, GSN Marketing, PTP,Inc., and Truckstops Direct, Inc. On the other hand, I have not
solicited nor do I have any present relationships with the major chains.
JISA's business objective is clear. We intend to develop a diverse nationwide network of independent
truckstop locations. We are focused on securing locations that do not duplicate existing locations.
We intend to concentrate the gallonage so as to deepen our discounts. This is the only sensible
approach to sustaining a long term business relationship. We also look for full service locations
and stops that offer incentive programs for the drivers. At present we have almost 20,000 trucks
in the Network and are adding at the rate of 1000 per month.
The most difficult aspect of producing a dynamic impact on increasing volume to the truck stops is
the existing buying habits of the Carriers. Many carriers fail to adequately manage this process, or
are reluctant to change the places the drivers are fueling. I believe this can be slowly changed by
communicating with the carriers on a regular basis the locations they should be using to save money.
Our 3rd party processor ( PRS, in Hastings ,Mn ) has access to all the gallons purchased by the
carrier that's "out of network". We match those purchases to the Network buying locations so that
the carrier can see the savings he should be enjoying. I am convinced, from my experience in the
business, that this will work. Mix knowledge with persisitence and favorable results can be achieved.
